President Donald Trump has announced a 15% tariff on imported products that utilize polysilicon, a crucial component in both semiconductor manufacturing and solar panel production. This tariff is slated to go into effect on December 4, with the goal of bolstering domestic manufacturing and diminishing dependency on China, the leading global producer of polysilicon. The material is an ultra-pure form of silicon essential for the production of semiconductors powering artificial intelligence systems and data centers, as well as solar cells and panels.
In addition to the tariff, the new measures impose minimum import prices: $21 per kilogram for polysilicon, $100 per kilogram for polysilicon ingots and wafers, $0.22 per watt for solar cells, and $0.38 per watt for solar modules and panels. According to the administration, these steps are designed to enhance the commercial sustainability of domestic polysilicon production and to fortify critical supply chains linked to the nation’s economic and national security.
China has expressed disapproval of the move, accusing the United States of exploiting national security concerns to limit Chinese enterprises. The Chinese government has also cautioned that such protective measures could disrupt trade relations between the two countries, which have already been strained. The tariff introduction comes as China continues to experience robust growth in exports, especially in electronics, artificial intelligence-related products, and other sectors of high-value manufacturing.
The United States currently hosts two major polysilicon production sites, operated by Hemlock Semiconductor in Michigan and Wacker Chemie in Tennessee. The newly introduced policy also enables the U.S. government to create incentives for companies willing to invest in domestic polysilicon and related manufacturing facilities, further encouraging local production and innovation in this sector.
